Don't read the fine print

Africa Confidential Vol 58 No 4 | 17th February 2017
MOROCCO
Morocco's re-admission to the African Union leaves unresolved a major contradiction between the Kingdom's constitution and that of the AU, to which Morocco is now a signatory since being readmitted on 30 January. The AU constitution says no member country may occupy another. This led a group of twelve countries, most of them opposed to Morocco's entry, to ask the AU Office of the Legal Counsel for an opinion on how this could be squared with Morocco's 2011 Constitution, which puts Western Sahara within its borders. The eleven-page opinion cites UN and EU legal rulings which firmly put Western Sahara outside Morocoo's borders.
